Recommendations for the creation of an Esch-sur-Alzette Homelessness Action Plan include:

  • Analysis of social need through: annual statisitical surveys; qualitative studies (pathways of single migrants, analysis of services offered, problems encountered by social workers in carrying out their duties);
  • Prevention: develop a model for preventing social problems before they occur, instead of trying to solve them retrospectively;
  • Thematic meetings of the social welfare department;
