Esch-sur-Alzette homelessness policy
Recommendations for the creation of an Esch-sur-Alzette Homelessness Action Plan include:
- Analysis of social need through: annual statisitical surveys; qualitative studies (pathways of single migrants, analysis of services offered, problems encountered by social workers in carrying out their duties);
- Prevention: develop a model for preventing social problems before they occur, instead of trying to solve them retrospectively;
- Thematic meetings of the social welfare department;
- Identifying priority action plans needed : choice of one theme/area for improvement in the social sector per year;
- Advising those responsible for implementing strategies about local issues, and suggest solutions and preventive action;
- Setting up of temporary or permanent (depending on the problem addressed) working groups to monitor action taken and to evaluate their impact and suggest new action to be taken
- Emphasis on partnership and collective action.
